War is no political instrument - Medvedev

Dmitry Medvedev has urged world leaders to give up war as a political instrument. The Russian president was speaking at the First World Policy Conference in Evian in France, and said he was seeking to launch a new type of dialogue between leaders around the globe.

In Medvedev’s speech he presented the idea of a new all-European security treaty.

"States both small and large should resolutely give up war as a political instrument,” he said. “If we recognize that international relations is a mixture of corresponding interests of equal sovereign states, then any aspiration of domination and achieving one's own goals at the expense of others should be acknowledged as immoral."

He added: "A just multi-polar world order should be based on collectiveness and the supremacy of the international law. Force, if separated from international law, breeds unpredictability and chaos".

“One begins to war with each other, which in fact happened in Iraq. Any selective use of international legal norms undermines international legality."


The current financial crisis was another important issue being debated by politicians and experts.

Medvedev will hold further talks with the French President Nicolas Sarkozy on the sidelines of the conference.

Relations between Russia and the EU, and the recent events in the Caucasu, will be in the spotlight.
